google tech support for google android aps?

I have an adroid phone, my service provider is tracfone. I downloaded an ap that allows me to monitor how many prepaid minutes I have available at any point in time. my phone broke, I got a new one. I want to put the same ap on the new phone. google says I downloaded to my phone number, I can't download it again

how do I contact google to straighten out this problem. I wrote them a letter Jan 17 and have not gotten a response

does anyone know a tech support email address I can try? or a google android aps chat I can try?

    For your information Google staff don't contact with users directly. Official help page - https://support.google.com/android/?hl=en%E2%80%8E

    The reason might be the sim card. You can use the same number in the new phone to see if it works or not.
