DCUO mentor missions question?
So my friend just made a new character and we are trying to level him up. He is now level 20 but none of the missions that are supposed to pop up at level 15have been given to him. Is thee a glitch we aren't aware of? I have looked on several different sights and haven't found anything about it but he definitely doesn't have them

there are now prerequisites for getting the Mentor content while leveling -- may have to do the "Welcome to the Watchtower/Hall of Doom" missions, or something.
