I'm 17 and haven't gone through puberty?
I'm around 5'8" and 150 but my penis doesn't seem to have grown since I was around 13, when erect it goes to a good 5.5 or 6 inches but when flaccid it is at around barely even 2.
I have a baby face and look around 14/15, my voice is quite deep but it is no Arnold Schwarzenegger.
My legs are the hairiest part of my body, I have very little belly hair, I think people refer to it as the 'caterpillar'? My armpits are quite hairy, if I don't shave my face for a week I can get the tiniest mustache ever.

You are absolutely normal. I have two grown children and my daughter didn't get her period until she was 17. Otherwise, her body was maturing. We're all different. My son had a beard at 14.
I would think girls would love your baby face. How do they know you don't shave every morning? Exercise, eat healthy and work out those arms/chest/legs. Be super clean and smell good. All the rest will follow...

I don't know what to tell you, but when the clock hit 12:00 on my 16th birthday, I became 6'0', 150 pounds, ripped abs, full grown beard, and a 12" schlong.

Everyone has a different point when they reach the the peak of puberty. It varies per person. Also, for now, try to shave your mustache. It looks very odd and young when peach fuzz (mustache) is grown.
