how to compliment a stranger?

More like compliment a girl. When it comes down to complimenting a complete stranger especially a female i find myself thinking to hard on how to approach her. especially if shes looking at her phone or I'm behind. I hesitate thinking "should i tap her on the shoulder" "should i say excuse me..."

also how can i start off approaching a girl to not just compliment her but to actually have a conversation with her. if any personal information i am 19, dated my first gf for 2 years and have had multiple sex partners. but my skills for approaching a girl is still off. to this day i question myself how i have female friends. I am in college too so you can imagine the how many females i see a day.

i would like some serious help please tips to not sound like a creeper and what to do like after i compliment a girl cause when i do compliment the girl it feels awkward to just go "hey i like your hair" "thank you" me: *walk off*

Give her a compliment.
Tell her that her shoes are awesome, or her smile is beautiful, or her shirt is the hottest thing ever.
I mean, to me, a compliment is the easiest ice breaker... It let's me know he's into me, and it's not awkward if I thought he was hot. 
You can talk about anything, " Oh my gosh! I love the Buckeyes! They're my home team!!"
And she'd be like, "Really? I went to college there..."
You get what I'm saying, right? Pick something that she's wearing, or reading, or listening to (a.k.a music), and strike up a conversation. 
If you're confident about it, it's super easy.
