Limit internet bandwith on single PC?

I am using Window 7, and standard laptop. When connect to internet, I realized that my laptop consume much internet bandwith, which quite frustating since I only have access to limited internet quota per day.

200Mb can be finish in less than 1 hours, which is unusual since before this it can lasting few days. What is your suggestion? Any software or feeware that can limit my bandwith for let say 20Kb per second?

    Your time should not be limited but your download capabilities are. If you want more time on the internet then I suggest you stop downloading all those Justin Bieber videos.
