Why doesn't my Stipa gigantea flower?

I have several, two in partial shade one in other grasses and one in full sun. None of them have flowered to any extent at all one or two shoots which is miserable. Why does my friend have one that pours out shoots in a beautiful crescendo and mine don't?

    Stipa grass plants require daily full sun exposure. They flower in the warmer part of summer when temps reach 80' or higher. They are adaptable to soil conditions & water once established. They grow in clumps and add movement & interest in the garden summer & winter. Cut back end of winter to make way for new growth.
