Has art improved or worsened over the past 20 years?

I believe so many talented people are seeking more financially viable careers

First of all good/ bad are values. As such what defines worsened?

I wouldn't say modern art is any worse than classics as those classics were at one time modern and were disliked. There's a sense of conservativism that makes perceptions of modern artworks to be worse (playing off agenerality). I'm not even going to answer this question with a yes or no because your question is rather simplistic.
