RFID and transmitter?
Is there a device that would read the frequency of a radio signal and be able to produce another with the same?

Not quite sure what you are trying to do!
RFID devices are powered by the radio field and use that power to transmit amounts of data back to a local receiver.
If you want a device that can copy RFID chip data and re-encode it into new tags, then the answer is yes, a large number of mobile phones can even do this!
Using more exotic equipment it's even possible to reprogram tags, as you just pass by them, though if you were doing this in a retail environment the power needed to perform this at any distance is sufficient to set off store receivers and even give the user radio burns!
So if you could say exactly what you are trying to do, we might be able to give you more info on specific applications!

Optoelectronics(.com) sells a variety of "sniffer" - type gadgets
that will display the frequency of an RF signal.
