Do you think it's okay for a mom to leave her babies in a locked car for 3 minutes?
This school my daughter attends has a classmate, that when her mom drops her off, she leaves her 2 month old twins in the car with the doors locked. Mind you she's only running in for a few minutes. She walks 20 feet to hang her daughters stuff up, then walks her up the stairs, and goes back out to her car. Some of the teachers there are making a big deal out of it, and I think they should mind their own business. But I don't know if this is of real concern, and causes danger to the babies. Just want some opinions, since I am a mandated reporter.

Only in an extreme cases, life and death. The teachers should make a big deal of it. If the kid is old enough to go to school, she is old enough to hang up her own stuff.
Someone can steal the car, the break could be forgotten, mom could get caught up in a conversation and a half hour can pass. That's a lot of time for a car to get really hot and yes, the babies can die. . It is neglect and in the US, the teachers should report it to child protective services. If you are a mandated reporter, then report it like the law says. Otherwise, YOU can be found criminally liable.

I heard one time a guy broke in a car and took of with the child. While the mom was paying for gas.

The rule of thumb is that you should not leave children in a car if it will be out of your sight. You never know what might happen.
