i can get on facebook but it doesn't move so I can read it. the arrows that move up and down turns black and just stays there

Use your mouse's middle button to scroll down.
Or, you can switch browser and try again. I recommend you to download Opera browser because it's simpler that Google Chrome, Mozilla...
Or, check your internet connection (usually you can't scroll down because the internet is slow).
