Is net neutrality placing torrent traffic on the same level as Netflix and Facebook?

I have read plenty on net neutrality, good and bad. One thing that stood out to me was the idea that all web traffic is treated equal. Does this mean that ISPs wont throttle anymore? I experienced my internet getting throttled after downloading a 100% legal Linux torrent FROM THE UBUNTU SITE! Called and stated my case, was hung up on and sent a $140 for customer service charges... Still throttled today and it was almost 2 years ago... Would net neutrality speed it back up to what it was? Treat legal torrents the same as facebook traffic? How would net neutrality treat illegal torrent downloads? thanks!

    You better read this. Net Neutrality is (for now at least) essentially dead. Also, pay attention to the Netflix suit regarding same.
