How to edit a video like this?

I was wondering what program I could use to make a video like:

I saw this and thought it was really calming and it inspired me. Is there a free video editing program I could use to do this? Besides iMovie because I do not own a Mac. I am talking about the circle of video amidst the white background effect. Thanks!

    I use Sony's VegasMovieStudio for my youtube vids. Its great for sound editing too and it's pretty easy to use. It just takes a bit of getting used too
