stray cat had kittens under my porch and the kittens have eyes open what should i do next?
should i move them? feed them? or what?

If the mom is taking care of the kittens and they're all safe under your porch, don't interfere. You can get a cardboard box, put some blankets it in, and leave it under the porch so the cat and her kittens can use it as a warm shelter. You can also provide food for the momma cat so she doesn't have to leave her kittens to go hunting to feed herself.
But aside from that, keep your distance and build up trust slowly with the mom cat.
And this is important -- if you look and see the kittens, but no mom, WAIT before you do anything. The mom may be out looking for food and may not return for hours. The last thing you want to do is remove the kittens while she's gone. Not only is that cruel to the mom, it's also harmful to the babies, who need their mother to provide nutrients and teach them essential skills. Kittens that young need the mother's milk to survive.

See if the momma kitten is with them and see if she is taking care of them properly. You should also call some local animal shelters and see if they have room for a momma cat and her kittens. They will be taken in, given proper vet care if needed, and found good homes.

Well the kittens eyes open when they are 2-3 weeks old so she must still be feeding them. If she isnt anymore then you will need to bottle feed them. I left a link below that should help you.
