House not cooling very well central air?

Ok i have a split system with an all electric heater. I noticed my house inside wasn't cooling well. I went outside and put my hand over the fan and the air felt like the air outside. So i am assuming its a low charge situation.

I also checked the big line for frosting and its not frosted but i did notice water leaking from above. The line is cold to touch but the liquid line is not hot at all.

The condenser fan is making a sound like its unbalanced and nicking something. but the air flow coming from it seems alright. air is blowing straight up not to the side. as if the units outside is dirty

Now i wasnt sure if the liquid line was supposed to be cool or not because of the all electric heater but what do you think is the problem.

I am guessing low charge or Compressor issue.

What would be your guess?

Update:

ok disregard the water leak its water coming from a drain pipe.

the compressor sounds like its running i heard that loud bzzzzzzzzz and humming.

    Issue in compressor checks it. And I am suggesting take new one tankless water heater instead of electric heater, not generated this problem again and again.

    It sounds like a low charge to me, but I'm saying that from the other side of the internet. You need certification to purchase and handle refrigerant, so you're going to need a tech from this point, and if he's any good he'll want to figure out why all your refrigerant is gone, so if he offers to do a leak inspection, let him. It costs more now but saves more later.
