How can I keep my room cool without any air conditioning?

Hi, its like a hundred degrees where I'm at and my room is the hottest room in my house. I have one fan in my room as well as a ceiling fan but they're both no help at all. I tried closing my windows and closing my doors, but that only seems to make my room hotter. I need to study for upcoming finals, but my brains melting and I cant seem to concentrate. Any tips on how to make my room as cold as possible? I'd actually like it to get cold to the point where I can wear sweats, but I know that's not happening...

We actually do have an AC but my dad doesn't let us turn it on because the filter isn't changed, and he's not showing any signs on changing it soon. He usually gets home at night, so he has no idea how hot it gets in the afternoon.

Is there anything I can do to cool down my room considerably? My room itself isn't that big, but it has three giant windows that just let heat in. Its also carpet floored, and the windows are covered white white blinds.

Please help!

    Put dark blankets or other material over windows blinds. Put a large bowl of ice and water in front of you fan to make a poor mans swamp cooler. There are some DIY projects with an old foam ice chest to run the fan into it to maximize the ice and water temp transfer.

    filters are less than ten dollars, go buy a filter and change it. your dad doesn't want to run it because his electric bill will go up, it has nothing to do with the filter.
