The term 'code-script' is, of course, too narrow. The chromosome structures are at the same time instrumental in bringing about the development they foreshadow. They are law-code and executive power - or, to use another simile, they are architect's plan and builder's craft - in one.
My Questions:
(1) What is the meaning of '-' in law-code and 'code-script'?
(2) What is the meaning instrumental?
(3) Can one write this text in simpler manner?

The author is explaining what 'code-script' is. He is saying that DNA is like a code. The message of the DNA is the script of the code, i.e., the "words" that are written in the code. But, he is saying, the code is more like the law and the law enforcement as well. He is comparing what the code is and does to the president (executive power) and the Constitution (law-code.) The author is using a metaphor (he calls it a simile), and then uses another to help explain what he means, in saying it is like the architect's plan (the blueprint) and the builder's craft (the workmanship) in one.
