Opinions on something please?

At the hospital where I work, we all takes turns being on call in case of especially heavy workload or call ins.

Last week, one of the night shift staff called in sick in the morning and the on call person was asked to come in and work for the entire 12 hours. At about 4:30 PM the night shift person called and said they would be able to come in after all. the on call person was called and told they didn't need to come in. Their response was "I'm already halfway there, I'm coming in anyway ( they live about 45 minutes away and the shift starts at 6PM).

When we came in, we divided the workload for four people then had to redivide when it became apparent the on call person had changed their mind. We have a sheet to write changes in the scheduled tours (call ins, left early, stayed over, etc) for payroll purposes. We wrote on it that Soandso was called in but didn't show up, just so the manager would know not to pay them OT, now they're upset.

Would you call saying you would be in then not showing up a no show or not, and do you think they are justified in being offended?

Update:

Apparently the offense is writing them down as "called, confirmed, but did not show up" . Feeling like it's a black mark on their attendence record like at school or something, LOL.

And, yes, this person would be mad at "being called in but didn't get paid" even if they never worked a minute.

I forgot to mention, other staff members saw this person at the casino that night and they were told this person's spouse thought they were working.

Update 2:

Naw, Judy, I know my manager-there won't be any consequences for this. After all, the staffing was covered.

There isn't room to write all that on the schedule change sheet.

    I don't understand why the person on call would be upset. If you aren't at work why would you expect to get paid anything, let alone OT?

    At most, it might have made sense to write xxxx (night shift person) cayylled off in the morning so yyyy (the on call person) was called in, but xxxx later called to say they could come in afterwards, so yyyy was called and told they were not needed after all.

    Yyyy is right, this would be a black mark on their attendance record. It should have been handled differently anyway though - when they were told they weren't needed they should not have said they were coming in anyway, and if th did, should have been told then "no, you're not needed".

    The casino, and where their spouse thought they were, is irrelevangnt
