how long does it take to drill and chisel, plaster away from a brick wall?

is this a job, that only takes months or is it a long job. my new neighbors are doing this type of work and i am thinking about making a complaint to the police and the council for noise ordinance disturbance. they work very early and very late hours. we can't even watch tv at home, because their too noisey. I've even bought noise cancellation headphones for the family, which cost me £400 and they don't work, because you can still hear the noise, even with noise cancellation headphones on

Update:

should i report these idiots to the police and the council anyway, because

1)their probably doing an ilegal job

2)I've recently broken up with my ex due to them being so noisey, they were working early and late (anti social hours).

3. I don't care if i report them, I don't like them and I am getting seriously fed up of being woken up a 6 in the morning and they also work past ilegal. In England it's ilegal to work later than 9, they work until 1 in the morning.

If it were me I would try sandblasting it, It doesn't make much sense to drill and chisel material on brick, It sounds like they are trashing the brick and the way they're doing it, It will be a long and tedious job, Do they require a permit to do it to start with?
