The Bible doesn't mention the term "Paradise Earth" however it does say that God will create a new earth and a new heaven. The old ones will pass away.

A lot of places.
psalm37:10-11,29;Isaiah 11:6-9;Luke 23:43
Psalm 37:10, 11
10 Just a little while longer, and the wicked will be no more;+
You will look at where they were,
And they will not be there.+
11 But the meek will possess the earth,+
And they will find exquisite delight in the abundance of peace.+
Psalm 37:29
29 The righteous will possess the earth,+
And they will live forever on it.+
Isaiah 11:6-9
6 The wolf will reside for a while with the lamb,+
And with the young goat the leopard will lie down,
And the calf and the lion* and the fattened animal will all be together;*+
And a little boy will lead them.
7 The cow and the bear will feed together,
And their young will lie down together.
The lion will eat straw like the bull.+
8 The nursing child will play over the lair of a cobra,
And a weaned child will put his hand over the den of a poisonous snake.
9 They will not cause any harm+
Or any ruin in all my holy mountain,+
Because the earth will certainly be filled with the knowledge of Jehovah
As the waters cover the sea.+
Isaiah 35:5, 6
5 At that time the eyes of the blind will be opened,+
And the ears of the deaf will be unstopped.+
6 At that time the lame will leap like the deer,+
And the tongue of the speechless will shout for joy.+
For waters will burst forth in the wilderness,
And streams in the desert plain.

(Genesis 2:8) . . .Further, Jehovah God planted a garden in E′den, toward the east, and there he put the man whom he had formed.
*** Rbi8 Genesis ***
“A garden [or, park] in Eden.” Heb., gan-beʽE′dhen (“Eden,” meaning “Pleasure; Delight”); LXXBagster(Gr.), pa·ra′dei·son en E·dem′; Lat., pa·ra·di′sum vo·lu·pta′tis, “paradise of pleasure.”
So we get the word "paradise" from the Greek and Latin.
Nehemiah 2:8 (Young's Literal Translation)
8 and a letter unto Asaph, keeper of the paradise that the king hath, that he give to me trees for beams [for] the gates of the palace that the house hath, and for the wall of the city, and for the house into which I enter;' and the king giveth to me, according to the good hand of my God upon me.
*** it-2 p. 575 Paradise ***
The three terms (Hebrew par·des′, Persian pairidaeza, and Greek pa·ra′dei·sos), however, all convey the basic idea of a beautiful park or parklike garden. The first such park was that made by man’s Creator, Jehovah God, in Eden. (Ge 2:8, 9, 15) It is called a gan, or “garden,” in Hebrew but was obviously parklike in size and nature. The Greek Septuagint appropriately uses the term pa·ra′dei·sos with reference to that garden. (See EDEN No. 1; GARDEN [Garden of Eden].) Because of sin, Adam lost his right to live in that paradise and his opportunity to gain the right to everlasting life, which right was represented in the fruit of a divinely designated tree in the center of the garden. The garden of Eden may have been enclosed in some way, since it was necessary to place angelic guards only at the east side thereof to prevent human entrance.—Ge 3:22-24.
Origin:
before 1000; Middle English, Old English paradīs < Late Latin paradīsus < Greek parádeisos park, pleasure-grounds < Iranian; compare Avestan pairi-daēza enclosure

Paradise earth is never mentioned in the bible. Paul shows that paradise is in third heaven at 2 Corinthians 12:2-4. Jesus mentions paradise twice. Once to the evildoer, but he does not specify a location. In revelation 2:7 he mentions that the tree of life is in the paradise of god. He has speaking to Christians who expected to go to heaven. JWs never read these scriptures.

Daniel 2:44 -“In the days of those kings the God of heaven will set up a kingdom that will never be destroyed. And this kingdom will not be passed on to any other people. It will crush and put an end to all these kingdoms, and it alone will stand forever,"
1Peter3:13 "But there are new heavens and a new earth that we are awaiting according to his promise, and in these righteousness is to dwell."

What is Paradise: a place of extreme beauty, delight, or happiness.
a state of supreme happiness; bliss.
In the Greek Septuagint version of the Bible the translators appropriately used the term “paradise” (pa·ra′dei·sos) with reference to the garden of Eden, because it evidently was an enclosed park. After the account in Genesis, Bible texts that tell about paradise refer to (1) the garden of Eden itself, or (2) the earth as a whole when it will be transformed in the future to a condition like that of Eden, or (3) flourishing spiritual conditions among God’s servants on earth, or (4) provisions in heaven that remind one of Eden.
Also Jesus used the Greek expression Para'desi-sos when referring to the future earthly Paradise .“He said to him [an evildoer who was being impaled alongside Jesus and who expressed faith in Jesus’ coming kingship]: ‘Truly I tell you today, You will be with me in Paradise.’”—Luke 23:43.

Speaking with a Jehovahs witness and reading a book of theirs I believe it happens after the rapture which (as they make sure to state A LOT, it is going to be soon) after that, heaven comes on earth and all the dead raise and live on it forever and ever..
