Canada prostitution Bill c-36 ?
Hello guys, I read about the new bill c-36..apparently its status is "second reading" a lot of people is saying that is already been applying and other people says not yet.. can a bill be apply before to become law? thanks guys!

Says who? You can view the status of any parliamentary bill in Canada on their web-site. It includes the bills, overview, description, status, readings, dates it was discussed in the commons, who is sponsoring the bill, etc., etc.
The bill is in its first reading. It was only tabled and looked at for one sitting. Likely spend less that a half hour on it before giving copies to everyone so they could all go and read it.
It is a long way from being passed. It typically needs to go through the first reading (which will consist of a lot of questions -- both in parliament and just between various people), committees (which need to look at its legal impacts, effects on other bills, costs, etc.), second reading, (possibly) more committees, then a then any amendments, (possibly) going through committees again, then a vote, then to the senate, and then have it signed off. Most legal bills take a fair amount of time. We could be talking three months.

Those that have said that the act of prostitution is legal, as defined currently in the criminal code are correct. It's in a grey area at the moment. You CAN prostitute yourself. You can accept "tributes or donations" for providing a sex act in a private dwelling. You CAN'T openly solicit or negotiate a price in public. You CAN'T pimp (live off the avails of prostitution) and you CAN'T operate or be found in a bawdy house. As far as Montreal is concerned. Rue St Catherines used to be the main strip, for just about everything. The municipal government has been attempting to clean it up since about 2001 so there's been quite a crack down. Strip clubs and peep shows still abound, where there is still a bit of prostitution going on as there is at the ends of St Catherine and off side streets. I'm not condoning any of this activity nor am I saying it's evil, but none the less, it's a fact of life and up to the individuals involved. To be tolerant is the first step in being a Canuck. :) It makes me sorta smile, to see the right wing religious groups that tout "family values" nail anyone that actually has fact. Obviously that's happened in the rates in this question. Grow up. Get a life and stop worrying about judgement until your god (spelled lower case on purpose) gets hold of your behind and spanks you.

there really wont be much difference. the johns will get into more trouble, the prostitutes will be in the psych wards.
