What this piece of paper mean?

I'm going to the DMV Friday, but prior to my completion of Drivers Education. I was given a sheet of paper that said the following

This certifies that ________ (my name) has successfully completed driver training in accordance with the Illinois State Board of Education; earned a final grade of B in an approved driver education class; PASSED AN APPROVED ROAD TEST; and has qualified for drivers license certification, subject to spot check, by the Secretary of State.

The part in all Caps is the part I'm confused about. Does this mean when I go to the DMV that I need to retake my Road test?

Taken for what it says, I would say no. You've taken an approved road test. But you'll find out if I'm right or wrong when you go the the DMV and find out for sure. A spot check is a way that the state checks the school through the students. The state will randomly test a student when they apply for their license. If the student fails miserably, that may trigger an evaluation of the school.

What is your worry, you PASSED the road test. You think that was just a fluke and you'd fail if re-tested? God I hope they taught you better than that. There is a chance that you will take a road test again, just a chance. But Skippy you already passed it, it should be a breeze if you do it again.

It means that you passed everything subject only to a (possible) "spot check".

    Relax

I hope that your confusion on such a simple thing doesn't carry out to the roads when you drive on them with the rest of us.

"PASSED" would indicated you received an adequate score to be granted a driver's license... God help us...
