Hi, james is kind of right.. except at the end about the screws.. there two idle screws (should be close to where the pedal linkage attaches,) AND two fuel mixture screws..
One idle screw is for curb idle and well be resting against the carb(the one for after the motor is warmed up)
one idle screw if for fast idle and be resting against a notched cam that is attached to the choke by a bent rod (look for that ). Some times in real older cars (maybe even you 66 some only have the one idle screw and it well rest against a notched cam.
There well be two screws in the base plate of the carb those well be the fuel mixture screws. those are used to fin tune the carb after it is running and up to tempiture.. turn them in out evenly to find best idle. A little goes a long way..
good luck

well while engine is cold the choke should make it idle higher than normal.. usualy just give it about half throttle and let off real fast should make the choke let go usualy.. if that aint the issue then pop the hood, look at the carburetor... make sure the choke isn't choking any at all but then look at the throttle on the side.. take your hand and push it back against the idle screw. it should slow down.. if you push it as far as you can and it don't slow down then try turning the screw some more.. while engine is running u should here it slow down and make sure the throttle is against that screw... (it may need a spring) if that still don't fix it then looks like your going to need to clean/rebuild the carburetor. or buy another carb...... there is two screws one for idle and one for fuel mixture... the one you need is idle screw which is right there with the throttle.
