1.) Harvard would be an incredible waste of money to just get an Art degree. You'd be in debt for the rest of your life.
2.) Taxes have nothing to do with universities in LA. Tax levels are completely unrelated to the university you go to. UCLA, USC, and cal state LA would all have the same "taxes". (I have never once heard anyone concerned about taxes when choosing a university, ever.)
