So if you had to buy a used vehicle and were moving to the northwest, would it be cheaper/economically wiser to buy in Oregon (no sales tax)?

-OR the state of Washington? I mean taking into consideration sales tax, registration on a used vehicle?

In Oregon, you have to show Oregon ID in order not to be charged sales tax, even for convenience store items.

Depends on where you plan to live. WA has tough emissions laws like CA. If you buy the car in another state, it might not pass.
