A little more detail would be handy but usually the police and army recruitment goes down and the army are expected to trim their budget to suit not sure about the police but would think the same.

Although it's not well known, due to 'sequestration' budget cuts forced by the US 'House' of Congress the US military is being slashed by half 2014-2015, it's most reduced level since the 1930's, 100,000's of troops discharged and unemployed.
The same is happening 2014 to police as no one will raise taxes to pay them.
The result is very low morale, of most police and on the military, and less protection/ services to the US public and nation.

The ones who are left will have to try harder. Happens to civilians after mass redundancies.
