What happens in FIFA if both teams make all of the penalty kicks?

They keep going with penalty kicks...eventually even the goalies make kicks

There will be penalty shootouts until there is a winner like TJ Oshie did it in hockey for USA in the Olympics.

But instead of out of 5 shots it will decrease to 3 shots and then 1.

Sudden Death: the remaining players take penalty till one of the teams misses a shot... in that case the team that scores wins and goes ahead... I don't really know what happens if both teams continue scoring....

The last time I went to a professional game here in Guadalajara, they repeated the rounds of penalty kicks until one side was ahead at the end of a round.

They declare everyone a winner and give out participation trophies.

Each team gets another shot until one misses. Try it on any FIFA game. Once me and a friend went like 11 shots each until my friend overshot his twelve shot and I scored.
