Fukushima nuclear power station: Why didn't they put the backup generators on top of the containment buildings?

The Fukushima Daiichi disaster was caused by the reactors losing cooling because the backup generators were flooded by the tsunami.

Since the earthquake and tsunami risks were well known, why were the backup generators located at ground level, and not high up on an earthquake resistant structure, such as the very containment buildings that housed the reactors?

    Because that would have cost more money. And their protective wall was thought to be able to withstand a tsunami. They really didn't have a backup plan if the wall failed.

    I suppose that would double the costs related to back up generators. Are you suggesting humans on the roof 24/7 to monitor, test and do maintenance. Possibly that will be done in future plants, for back up for the backup generators, when flooding is a significant probability.

    A bit silly considering where you are going to put backup generators in case of earthquakes when the whole damn reactors are in the same place
