why can't ghetto people take care of their things?
I'm just as poor as them yet I have nicer stuff and a cleaner decorated apartment in a decent but poor neighborhood. Everyone else around me have yards filled with crap. And their house are much worse.

Being poor and being ghetto are two different things. Being poor is a financial state...being ghetto is psychological. My daughter lives in an upscale neighborhood, and she has ghetto neighbors. They don't cut their grass until the homeowners' association threatens to fine them, and then let it grow again until the next threat, and they've basically let a $250,000 house go to crap...with broken windows, missing roof shingles, and bags of trash on the front porch.

Yes, I have seen this too here and around the world. People not bothering to take away the garbage and sewer waste beside where they live, and them lounging around.
I can only think that it is a stage of development that they have not reached as a culture or as individuals.
I remember my mother telling me that my room was so dirty and messy most of the time that she just gave up trying to get me to clean it.
It didn't seem dirty or messy to me, then anyway.
Now I can't stand it as an adult.
These values of respect for things, however modest, cleaniness, etc, are learned, if they are not carried by the culture and transmitted to the young they simply don't exist.
This is the enduring legacy of slavery in America, the interruption of cultural values given by one generation to another.

I have no idea. It's something I've always wondered about myself. My guess is you will end up out of the poor neighborhood in the future, the others will never figure it out.
