The ability to retract the foreskin is something that tends to develop gradually throughout puberty. It is typical for guys to only achieve full retractability of the foreskin whilst erect once they are in their late teens. You just haven't reached that stage yet. Some simple foreskin stretching exercises can help you though...
Whilst erect, simply tease the foreskin back as far as it will go without hurting and hold it there. Don't force it back; stop when it's visibly taut. Do this frequently and as time goes by you should find that it goes further and further back.
Just be patient. It may take weeks or months of doing this before you're fully there so be careful. You don't wanna go too far too soon cos your foreskin could tear or become inflamed and cause problems. I wouldn't recommend pulling your foreskin back while flaccid either — you really have no reason to be doing that and you could run into trouble. Just take things easy and you'll get there.

You will get some answers here that you need a circumcision, don't listen to them. It's simple, if you can pull your foreskin behind your glands already when flaccid you just need to try to pull a bit further each time you have an erection. Normally you can get decent results in a couple of weeks. You can do this in the shower while washing, make sure you pull back till it starts to hurt, keep it there a couple of seconds and repeat the next day... Careful, your foreskin might get stuck behind your glands the first time you're ready to pull it back completely, this can be very painful and it's not always possible to wait until you're flaccid again. You can squeeze your glands with your fingers to make it smaller, and move like this the foreskin back if it get's stuck behind the glands. Lube will do miracles too in this situation. Ideally, for a normal and healthy sex life you want to be able to have your foreskin move freely over your glands, in both flaccid and erect situations.

Your foreskin needs to be able to be fully retracted for proper sexual stimulation (for both of you). If it is too tight to retract when you are erect you are suffering from phimosis. You must see a doctor to get this sorted out if you are to enjoy sex without pain from the tight foreskin.
The ideal, and only guaranteed permanent, cure is to her circumcised. This is a simple, safe external operation which will greatly improve your love life (and that of your partner).

You may have a tight foreskin or short Frenulum and CIRCUMCISION is NOT needed untill you have tried stretching exercises. If they don't work then you could ask for a steroidal cream to help during stretching exercises. Don't use circumcision, a last resort procedure, as your first option.
