Is she "Protected" or "Captured," Jan? That is the question! From the dream it would seem as if the ppl in that city have been captured and are under surveilance, and are being watched and guarded. Not a good scene at all, and I would want to try and escape from such a city. Now this dream is Symbolic as she may live in a very, very nice city indeed, but she does not experience her surroundings and her Life as being safe at all. The "mocking soverign" could be her supervising Father, etc. Read the dream in a Symbolic manner, and she will be able to figure it out. I wish you both well Jan!
