yes, generally they are considered prequels. the b&w part was immediately before the rest of the movie. the series was intended to show bond BEFORE he got so slick and polished. and this is pretty clear in all three movies. at the very end of the third movie (skyfall), you have the male M that you see in all the rest of the series, and it introduces Q as a much younger man and a young Moneypenny.
also a reboot does not necessarily mean you're remaking all the movies over again. it just means you're restarting the series and freeing yourself up to lead it in a new direction, change characters and plot lines.

No. Only the beginning Casino Royale, the scenes in black & white
were a prequel to the Bond character.The rest of the film is modern-day Bond.
And I was not aware of any "series reboot."
That would mean they would start over with "Dr. No"
and remake 20 + movies again.
