A lot of people refer to fan comics as Doujinshi, though it's actually just a term that refers to self published comics. I don't know of any specific site, but be careful Googling it - like fanfiction, many of them may be sexually explicit. A lot of fan sites will be specific to one anime or manga series, so maybe start off by looking for a fan site for that anime/manga/
