This is in Programming & Design, so you might get a different spin on "data set". For example that's the name for a "file" in IBM's MVS family of operating systems.
It's also another name for a telephone-based modem.
In stats, I think it means any data that is (or can be) represented in table form. If this is for a class, check the glossary & index for the specific definition that the writer uses, provided you don't have a different definition in your lecture notes.
