Let's say I'm a very corrupt university official, say, the dean of a university's college of engineering in a very important city in the American midwest, and let's say I was unilaterally installed in this position against the wishes of the faculty. I'm making the university pay for these trips to China, which are purportedly to raise the enrollment rate of Chinese students.

First, the destination would be Shanghai because it is the most expensive place in the country. Then, be sure to go to buy tickets for some expensive acrobat shows, that'll keep the people happy while burning a lot of cash. Buy tickets to go on top of towers, which are usually pretty expensive. Try the fastest train in the world, the ticket is pretty pricy. Take to places where its hard to find public transport, so the only option is using taxi. Use upper class airlines.
