99 grand am making noise and vibrating?

So I have a 99 grand am and I'm trying to fix er up before I sell it. The past few months it's been making a rumbling roaring noise in the front end. I can kinda feel it in the steering I think and the rumbling pulsates throughout the front end. And when I put on the brakes to slow down at like a red light it shutters as it comes to a stop. Like the brake pads intermittently cause friction then no friction. Also as I drive around slowly like at 20 mph and less I can hear a swooshing or scraping metal noise in the front. I've had the ball joints replaced, and cv joints replaced. Both sway bar links are cracked, but I doubt that's what's causing it. And I recently had to replace my power steering. Both front end wheel bearings sound fine as well. Last time I took it to get serviced they said the inner and outer tie rods are forze. What's causing all this noise and vibrating?

    How about brake rotors? Replaced them?

    Sounds like a warped brake rotor. If so you should feel a pulsing in brake pedal when stopping.
