Can I use a internet name As my identity on the internet even if someone is kind of using it.?

So I came up with a name to use on the internet, but someone on twitter is using it as their thing that starts with @ I don't use twitter so i'm not sure what it's even for. But could I use that as an actual internet name even though that twitter guy sorta is?

    You don't get a single identity to use on the 'net. Everything you use will need you to have an id.

    So, if you want to use Twitter, you'll need to come up with a Twitter id. If you want to use Facebook, a Facebook id. Instagram, an Instagram id. And so on.

    You could really use it if he is only sorta using it. Just like your real name, only one person can really use it and all others can only sort of use it.
