Is Rotom a legendary Pokémon?

I tried to trade for a legendary Pokémon and this guy keep trying to give me a Rotom. We argued if it's not a legend or it is. I don't think it's a legend because of it stats and you can catch more than one in X/Y. Plus, you can breed it. Is this Pokémon a legend or am I right that it's not?

    No. Its not a legendary Pokemon. The only breedable legendary Pokemon is Manaphy, as its the only way to get Phione (neither evolves from or into the other).
