Non immigrant to immigrant visa?

If a person is recently denied tourist ( Non immigrant) visa because of over stay of 3 months on tourist visa 5 years ago, does this also makes him ineligible for future IMMIGRANT visa?

    You don't say which country but if you have been denied a tourist visa after committing immigration fraud 5 years ago, it is highly unlikely you will ever get accept for any other visa
