If a person is recently denied tourist ( Non immigrant) visa because of over stay of 3 months on tourist visa 5 years ago, does this also makes him ineligible for future IMMIGRANT visa?

I am asking this question for some one from Asia. He came to US 5 years ago and overstayed 3 months on his tourist visa ( On his Asian Passport). Few days back he was denied tourist visa because he overstayed 5 years back. But he is also UK Citizen! Can he just come on Visa Waiver? or will he be denied entry?

Ok this the situation: My N400 for naturalization is in its last stages, im waiting on my interview, which could be any time. My locaton is orlando FL, I have to move to Miami FL to attend school in 3 weeks, I will be leaving my current appartment and will be renting one in Miami. What is the best way to avoid complications, should I change to my friend's adreess which is here in orlando and make miami as temporary or mailing address??? Will it work? Because I think if i change address to miami it will delay the preocess as they will have to send my file to miami..

If yes then also should i change address on my driver's lisence to my friend's, or can i change it to miami.

Ok I am us Per. resident (not citizen). My wife is british and was going back and fort on visa waiver for year and a half, Just to visit longer she applied for visa and got 5 yr multiple tourist visa (B2).she will be coming on that visa next month. Some one told me the immigration will not accept it.is it true?though she has no intention to stay, and also i havent applied for her immigrant visa. On what baisis they can stop her from entering.

Dr told my wife that she will need rhogam injection in 28th week and then another one after delivery. I will call the dr on monday but just wanted to know if there will be any problem if she gets it in 29th week. A week late.
