Windows 8.1 built in camera randomly stops working. Listed as a "hidden device" in my device manager. Any ideas how to get it stop?

So, I use Skype a lot with my friends and at random intervals, it tells me that I do not have a camera, even though it is literally built in into my computer. I open the camera app and it too tells me I am lacking a camera. I checked my device manager and there is no "imaging software" until i click the "view" button and check the "show hidden devices" option. Then it appears in and the properties options tells me that it is fully functional, up-to-date, and has no problems whatsoever. In the past, I would uninstall the camera, and that would fix the problem for a little bit.

I really don't understand what this problem is and I don't know how to fix it. Does anyone know how to get the camera to stop being a "hidden device" and to get it to just work every time I boot it up?

Update:

to fawdown: It's not Skype that doesn't detect the camera. My *entire* laptop can't. My camera app even tells me that I have no webcam *even though* it's literally built into my computer. This is not a problem with giving apps permissions to use the camera, this problem is that my computer believes I have no camera even though I can physically see it in my computer.

    Recently there was an issue with a version of skype for some people where it would not detect the camera. They recommended uninstalling and getting the newest version. Check to see what yours is.

    But if you are running a camera app and skype at the same time, they will conflict with each other.
