Ivan IV "The Terrible" in 1547.

Oprichniki were royal officials in charge of suppressing internal enemies of the Czar. They had the power to execute anyone disloyal to the Czar.

He was not a nice person - unstable, short tempered, violent, and brutal,he murdered his own son and heir in fit of rage, and brutally dealt with enemies and internal opponents, both amongst the nobility and the common people - check out the Massacre of Novgorod.
