Depending on how light your hair is already, you may just need a toner. If your hair is extremely light, almost like the inside pale yellow of a bannana then a toner should work. If your hair is more 'blonde' you may need to bleach it up to that pale yellow colour before starting.
Once your hair is at the pale yellow stage you will need do things:
1) A blue dye. (A crazy colour/manic panic may even do the job for this). This will give you the blue shades at the roots.
2) A toner. This is what will you give you the silver/grey effect. This will most likely have to be bought in Salon Services/Sally's. One that I can remember off the top of my head as a silver/white toner is one called 'Loreal Loucolour PO2'. Double check this with a lady in the store.
To get the colour effect you'll need to apply the toner according to the instructions by the manufacturer.
Once you have the silver tone I would then apply the blue to the root area.
Source(s): , however, I would then, using flicking motions, begin bringing the blue through to the silver. This just means it will be more of a fade rather than a thick line. Good luck!
