Somebody who voluntarily renounced their US citizenship will in almost all cases never get a visitor's visa to the United States again, and getting an immigrant visa is expressly excluded anyway.

There's only a few people who have become citizens of a VWP country, who get ESTA clearance and be admitted by CBP, but it's really a tiny fraction only.

Final words of wisdom: it's against US law to renounce US citizenship in order to escape taxation. It's only allowed in cases where naturalizing in another country requires renunciation.

It's a myth that Americans give up citizenship to "save on taxes." They don't save a penny. In fact, with the exit tax at 42% of worldwide assets, most pay dearly to renounce US citizenship. E.g. Eduardo Savarin paid over $300 million in taxes, about 100 years or more of income taxes! But Singapore does not allow dual-nationality, so he was forced to renounce US citizenship, and his Brazilian citizenship, too (he was Brazilian citizen, born & raised).

Most of those who renounce are "accidents" of birth - their foreign parents gave birth in the US, but took their baby back home with them when they finished school or their employment visa, or even their vacation! More choose to leave because they marry someone from another country, get citizenship there & live there. Some are returning to their homelands. Some need to work abroad for lack of jobs in the US & need citizenship.
