There is no "one size fits all" answer. However, in general, "foundation courses" [also known as "core curriculum" or "general education courses"] are a series of first and second year courses that every one must take in order to earn a Bachelors degree.

Typical courses include speech, a fine art, 2 units of History, 2 units of English, and into courses in a number of liberal arts and science courses.

At the Masters level, a foundation course would be an undergraduate course that the student must complete in order to have the foundation for the Masters degree coursework. For an MBA, it could be courses in statistics, math, accounting, human resources, etc. They are just courses to fill in the gaps in an undergraduate education.
