As with ALL existing laws, they can only be changed with congressional approval, and CANNOT be changed with an executive order. Presidents....all presidents....can only issue executive orders when there is no existing law already on the books. Because we already have immigration laws.....which no one likes....the only way they can be changed is if congress authorizes new immigration laws.
