HP Deskjet F4140 Cartridge Problem when scanning?

I just got a new scanner from my brother, and when I installed all the recommended drives/software, I tried to scan a test picture. When I hit the scan button on the all-in-one; it gave me a "cartridge problem" message after I hit the button. It also shows a glowing "E" on the hardware itself. I'm not trying to print or copy anything, I just want to scan something.

Do I have to buy new carts for the printer/copier part. Or can I scan without ink?

This may sound stupid, and I know you do not use any ink when you try to scan, copy etc, but all printer options need to be functional to make the printer complete and fully operational for use. So you will need a sufficient amount of ink in all cartridges in order to scan. A replacement ink cartridge may be necessary.
