PS4 frames per second in relativity to hz?

So I'm looking to buy a gaming monitor for my PS4. im not a very big pc gamer and i cant currently use my big tv because im in the middle of a really slow moving process so I need something smaller than my tv but still works great. now im confused a bit because I know that hz coincides with fps and I know that when it something has 60 hz it can basically run at 60fps but what I dont know is how many fps can the ps4 output? ive been looking at some alright gaming monitors and they say **** like this:

Vertical Refresh Rate 76 Hz

Horizontal Refresh Rate 83 kHz

so what im getting from this is and I may be wrong here, actually I probably am but, is it basically saying i can run about up to 80 or so fps without tearing? which brings me back to my original question whats the highest fps a ps4 can run? please, any help would be much appreciated.

    first of all no console game ever goes over 60fps. and most are locked at 30fps. the ps4 could render a ps1 game at say, 200 fps but could only render crysis 3 on ultra settings at maybe 20fps. frame rate is completely dependent on how much work the cpu and gpu can do in 1 second. but they use the gpu and cpu cycles for graphics and physics and what not so we dont have ps2 looking games running at 100fps. and screen tearing usually doesn't occur in consoles because the developers use vsync. which synchronizes the gpu frames with the refresh rate of the monitor. the monitor you use will not have any impact on screen tearing. its dependent upon how the developers decided to make the game. as far as i know it should plug into the monitor as long as it has an hdmi port. which it does. but if the monitor has no built in speaker then you wont have sound. im actually not sure about exactly how compatible the ps4 is with this monitor but i left a link for you to check out. it may help answer your question.
