Is Eastern Daylight Time in the military time zone R or Q?

Such as in New York during summer at 6:00 a.m. In military time is it written as 0600R or 0600Q?

In other words does the map of Quebec time zone move from the western Atlantic Ocean to the east coast of the U.S. during summer when daylight savings time is in effect or is Romeo time during summer only offset by -0400? So I guess what I'm asking is do the maps of the differnt zones shift or does the time offset in the zones shift?

    Eastern Daylight Time is Q (Zulu-4) and used in the summer.

    Eastern Standard Time is R (Zulu-5) and used in the winter.

    There are 360 degrees....divided by 24 (hrs) equals 15 meaning that every 15 degrees = a time zone starting at 0 degrees or Greenwich England or GMT or Zulu....

    Not all Countries observe Day Light Savings Time and no Time Zones do not shift. However, the local time within that 15 degrees may change.
