Why do girls just stare if they want a guy to talk to them?

some guys might think they are a little weird. This girl i don't know looked back at me like 4 times and once i looked at her and she looked away.Why do girls do that?

    She's too shy to talk to you and probably wants you to notice her.

    Either she has a staring problem, or she's intimidated and nervous to approach you.
