Question

My Uncle dates this lady.And her daughter is really pretty and i like her.She is really pretty and popular.And i am a shy insecure guy .We are the same age we are both 15.But she likes guys like Chris Brown and Trey Songz..I didn't because i am so shy.like a hour later i was walking past her and she started a random conversation with me and it was a bit stupid.When i started talking back i seem the girl smiling at me and i got so happy.Later that day,My Brother was telling me when he was talking to the girl she kept asking about me and asking why i wasn't talking to her.

Another time we were at a wedding reception and the girl was standing in the room in front of me and i was sitting down in the room behind her.Out of nowhere she turned around and started looking in my direction,There wasn't even anybody for her in my direction and there wasn't a clock.Later into the reception everybody went dancing instead of me and my mom and the girl.I was looking down at my phone and when i looked over i seen the girl turned her head really fast.I was confused because the girl and her mom was sitting way behind me in the wedding reception and i don't know why she was even looking back in my direction,There wasn't a clock back there,My Mom told me the girl thought i was cute but i never seen the girl talk to my mom.But now my mom is saying she always thought the girl liked my brother. if she never liked me why she do that??

next time when u see her, try to be strong,  confident and talk to her.. U will find out if she likes u or your brother..

Well, why she did that: in a nutshell she is developing/has a crush on you.

To elaborate:
Four factors come to mind, and they aren't mutually exclusive:
-People tend to fall for/sympathize people who have a crush on them. [they start thinking more about them, and the whole "silent-tongue-in-cheek" surrounding matched by shyness, previous familial relationship (which we'll get deeper in a moment) and positively awkward glances can have an alluring effect].
-Previous familial relationship create for the girl a scenario of "should I? shouldn't I?", the dilemma kicks in, making her think of you more often since no solutions is at hand, and also, studies show romantic affection is related to heredity, (i.e. your uncle had what it took to date her mum hence so do you.) you catch the drift. Probably why she seemed to be interested in your brother also. But he didn't show affection so he lacks "step 1", aforementioned. (Also, a similar thing happened to my brother and this girl who's father dated our aunt.)
-Women have a slightly more pronounced ability to sense other's intentions, feelings, etc. Albeit unconsciously. Evolutionary speaking, they have to do so in order to properly take care of newborns who lack speech. That's why they are better at "face reading" and probably why your mom can tell, even though you haven't seem them talking.
-A typical shy girl would be interested in guys like Chris B. and Trey S., because they give a sense of security and "lack of seriousness". She can "jump on his boat" and not take responsibilities for herself. So in that regard you are compatible, you are both shy. Hence, she isn't afraid to think of being in a relationship with you. (This one is a big deal with. At times girls are afraid to date a guy they have a crush on because they are afraid of the things they themselves might do. Kind of weird, but shy women tend to have control issues.)

Hope that clears up more than confuses you. You mentioned your age. Take it from me, indirectly you both have a lot working on your favor.
